How often can you be issued a J Visa?

I am an Irish citizen, I worked in the USA from May '08 till April '09 on a 12 month J1 trainee visa. I wish to apply for a new J visa only offered to Irish citizens. It is titled '12-Month U.S. Intern Work Program'. It is very similar to the J1 trainee visa i previously worked on, however you do not need to secure employment prior to issuing the visa.
My question is can i apply for this J visa even though i have already have had a J visa. Also, I am not subject to the two year rule.

What is a VPN?
