Why is the EU unwilling to address Turkish Occupation of Northern Cyprus?

In 1974- Turkish military invaded Northern Cyprus expelling the native Greek population. It appears that in all the dealings with the EU - they have failed to address the issue of Turkish occupation of Northern Cyprus. This is a part of Europe - so why has this become a non-issue ?

What is a VPN?
